In addition to the above charges, a Fuel Adjustment Charge may be applied each month based on the amount of electricity the city has to purchase. Energy Cost Adjustment (ECA) is a monthly calculation that appears on a customer's utility bill based on their electric usage. While the CIRA only changes once a year (see below), the ECA fluctuates monthly and may at times appear as a credit on the customer's bill and at other times will appear as a charge. The purpose of this charge is to take into account the fluctuation of the cost of commodities necessary for energy production. |

In addition to the above charge, each month a Capital Improvement Rate Adjustment (CIRA) will be assessed on each bill where water and wastewater are used. This CIRA is currently $9.64 and is reevaluated annually. In 2019 voters approved a bond that was utilized to replace, repair, and update the sewer system in the City of Odessa. This CIRA fee was also approved by voters to pay off the bond.
