As required by state law, all persons must request that the location of all utilities be marked before digging on any property.
Theft of service means tampering with or bypassing a meter in order to receive utility service free of charge. The City of Odessa has an aggressive program to stop the theft of electric and/or water services. The theft of utility services is a very serious crime and stopping utility service theft is critical for everyone as the cost impacts not only the City but all of our utility customers.
Tampering with electric service is dangerous! Attempts to bypass or tamper with electric meters or other electric utility facilities can result in serious injuries, electrocution, fire, explosions, and even death. If you suspect that someone is stealing water and/or electricity, please photograph and immediately report it by calling City Hall at 816-230-5577 or the Odessa Police Department at 816-633-7575.
Utility meters are read once a month around the 18th of the month. While some meters are read electronically, physical reads still take place at some locations. There are circumstances that may prevent us from reading your meters such as:
Maintaining safe and easy access to meters helps us to ensure an accurate reading, which leads to accurate billing. Please remember, that it is your responsibility to grant access to the meter location and to arrange for the safety of city employees while they service your meters.
If the meter reader can't access your meter, your utility usage will have to be estimated. Any inaccuracies will be adjusted in a later month. If you have any questions or concerns about the access to your meter, please contact City Hall.
