What Utilities does the City of Odessa own and operate?
The City of Odessa owns and operates the electric, water and wastewater utilities in the city limits of Odessa, Missouri.
 
 
Who do I call in the case of a utility emergency? [top]
During regular business hours (M-F 8:30 am to 5:00 pm), you can contact us direct at (816) 633-5521 for the power plant or (816) 633-4662 for the water/wastewater plant.
 
 
Where do I apply for utility service? [top]
You must apply for utility service at City Hall, located at 125 S. 2nd Street in downtown Odessa, during regular business hours. You will need to complete an application with the service address and pay your deposit.
 
 
What is the deposit for utilities and why is it required? [top]
The deposit is required to cover the last month’s utility bill. Once the final bill has been paid, your deposit will be refunded to you. Interest is paid once a year to you at the rate received by the City for the previous year. It will show on your utility bill as a credit. The deposit required is $250 if you pay for all utilities. In some cases, the landlord pays the water bill. You would then only be required to make a deposit of $140.
 
 
How and where do I pay my utility bill? [top]
You may pay your utility bill at City Hall by either cash/check or credit/debit card.  Credit/debit cards are accepted and may be used with the online bill pay link on the front page.  Utility payments are only accepted at City Hall. A drop box is available for after-hours payments at the front of the building or for your convenience a drive up box is available in the alley behind City Hall. Only City Hall employees may accept payment for utility bills. Please remember to include the bottom portion of your bill with your payment. You may also mail your payment to City Hall – make sure to mail it so it is received by City Hall before the due date. We cannot be held responsible for non-delivery by the Post Office.
